The only information I have for this is that it's from 1907.
I'm not sure
what "churching of council" means.....unless it's simply
the councillors attending a church service in their role as a civic body.
The chap in the robes, and the smart dress of the others, would suggest this
was the case.
The location is the east end of the town where the one-way system now is.
